docs: expand implementation plan with comprehensive testing

Adds 5 new testing tasks (14-18):
- Task 14: Event content type edge case unit tests
- Task 15: Service lookup logic unit tests
- Task 16: Admin command parsing tests
- Task 17: Enforcement scenario integration tests
- Task 18: Cache consistency integration tests
